Master Plan, Feasibility Projects and EIA (Environmental Impact Assessment) Reports
In order to establish water supply, sewerage, treatment and discharge plants and the facilities required for solid waste disposal of 37 residential areas along 1,600 km Southern and Western shorelines of Turkey, from Mersin Gazipaşa on the East to Balıkesir – Edremit - Altınoluk on the West (excluding Izmir), the Ministry of Tourism has initiated a project named "Mediterranean - Aegean Tourism Infrastructure Shore Management" ATAK. The project has been financed with a grant from the World Bank. Ministry of Tourism has intended the following points with this project for the whole project area to review water supply, sewerage, wastewater treatment and discharge to receiving water and landfilling demands, and as a result of this review, to establish the institutional and financial structure of systems that resolve the problems until 2020 with 1:25.000 scaled master plan and feasibility studies.
- Preparation of the daily investment plans and specifications and designs of the priority units; determining the financing system,
- Collection of the necessary information for municipalities and villages in the project area as well as tourism organizations and potential development areas,
- Review of existing water demand and consumption and wastewater projections, wastewater treatment, discharge and solid waste works, review of their capacities and preparation of appropriate proposals for rehabilitation,
- Review of the projects for water supply, sewerage, wastewater treatment and discharge to receiving water and solid waste works, which have not been considered for construction yet, and recommendations for their applicability,
- Where necessary, enhancement or completion of existing information on shore water characteristics and pollution to assess assimilation capacity of shore water and impact of treated and untreated wastewater discharge on environment and tourism,
- Organization of "high priority works program" for areas mostly in need of water supply, sewerage, wastewater treatment and discharge to receiving water and solid waste works, and preparation of detailed designs, specifications and tender documents for the works in this program,
- In execution of the "high priority works program", assistance to the Ministry of Tourism for tender works,
- Preparation of a gradual investment program also covering the proposals for provision of pipes for water supply, sewerage, wastewater treatment and discharge to receiving water and solid waste works,
- Preparation of detailed cost estimates in US Dollars (in January 1989 parity) also covering the direct and indirect foreign exchange requirements,
- Preparation of an implementation calendar for the program,
- Preparation of maps indicating locations and implementation items of main program units,
- Indication on these maps also the details of existing water supply, sewerage and wastewater discharge facilities into receiving water,
- Performing the financing projections to total investment program and to investment programs of residential areas whose share is 3% or above in the total amount,
- Also including the investigations and recommendations to cover the expenditures with contributions of those benefiting from the facilities and hence, to mobilize the resources, carrying out the applicability analysis, for each area individually, and to propose detailed financing plans.
Services:
"Project Management Consulting Services" on behalf of the Ministry of Tourism for Mediterranean-Aegean Tourism Infrastructure Shore Management (ATAK) project, with the main objectives stated above, has been carried out by ER-GE.
All feasibility studies and design works for technical, institutional and financing works of water supply, sewerage and solid waste systems of 37 municipalities prepared in this scope were supervised on behalf of the Ministry of Tourism, comments were given for their appropriateness and their corrections were ensured. Additionally, since the sewerage designs of Kuşadası, Davutlar and Güzelçamlı towns and Çeşme – Alaçatı towns had priority, feasibility reports of those projects were prepared again by ER-GE. All shore municipalities were visited together with the representatives of World Bank and KfW, meetings were held and important works were performed with local administrators to establish the institutional and financing structure. Projects, that needed to be handled in the beginning, were defined, and contribution was provided to evaluation studies required for those projects to be considered particularly with World Bank financing.
